It is a skirt that is blue at the top and gradually gets lighter as it goes down. There are two pockets, an elastic waistband with a tie and two tassels in the front.
Waist to the bottom is about 9"
Waist flat is about 8" - 16"
, double that for all the way around (unstretched - stretched)
